Expand workflows to support automated assignment to previous users

We find the need to expand the built in user controls like Previous action/status user that will allow simple automation to return the flow to the originator in multistep flows.

Work hours automatically populate when a rate code is inputted

Upload plan sets from PW and documents section

Currently the workflow requires a download from the source (PW or project documents) and an upload to plan set. That leaves up to 3 copies of the same file.
