It should be possible to define permissions for transition based on roles rather than only be form definition wide permissions (view, create, edit, etc.)

This is because it is highly likely that some roles, such as sub-contractors, should be able to make one transition (e.g. from draft to review) but not others (e.g. from review to approved). The form permissions are limiting when it comes to real-life scenarios.
