Allow First Receiver on Dockets to be edited or changed

Ability to flag Events as "Non-Bookable"

It is possible to flag an Activity as Non-Bookable so that a user cannot book usage against it. This change would allow this feature to be extended to Events

Add Supervisor as filter to Resource Usage Export
