As a User I would want to be able to search for files based on the text in the sheet, for example search for "Section 15" and get a list of the PDF sheets with this text string

a text based search capability will make it easy to find content
User may want to change the XLS: add/remove, add/remove pay items, change content etc. Reupload XLS and update the form. We need to make sure that the forms filled before is migrated to new one (if changes).
