I have contractors who doesn't have MicroStation CE, but only have OBD CE. So it will be good to have a 'plugin for OBD'
If you are using SYNCHRO 4D Pro version 6.2 you may import iModel snapshots (.bim) generated using the iModel snapshot tool: Create a snapshot iModel
If you are using SYNCHRO 4D Pro version 6.3, you may either import iModel snapshots or use instant-on iModel Connections through SYNCHRO Control to generate an iModel from OBD and other modeling tools. For more information see:

Older versions may import i.dgn files directly if they do not have access to the MicroStation plugin

I'm not sure if it fits your workflow or not, but the iModel snapshot tool that generates .bim files is a desktop tool, not cloud, and can be imported to 4D Pro in a private local .sp project
I don't understand this at all... Bentley has created and owned i.dgn/.imodel 1.5, 1.6, 2.0, then .bim file.... i.dgn file never worked properly, but asking to use iTwin???? where is desktop solution????
Bentley - Please support all features on desktop first then cloud!!!!!
