Preconstruction Forms should be in the list of Forms, but under a group/heading called Preconstruction that can be minimized. This will prevent having a long list of Forms to look through.

Future consideration
Add Contingency Transfer (CT) to contract (similar to Change Order)
CT is a line item in the SOV that is already funded and is used to cover the cost for unforseen conditions. This is not added to the contract or SOV as it is already a line item but the CT would document the use of these funds.
Ability to copy and instance of a form into a new instance including values
Ability to select an instance of already created form, create a new instance with the same data. Bonus functionality to be able to select which Values to copy into the new instance. This is where some of the values are repetitive between instances.
Ability to Define Condition on Property Assignments during Transitions
I want to be able to define a condition for property assignments - One use case scenario is to automatically assign the Form to a User, based on a Project that was selected in the previous status.
