Display resource mapping in 3d view

Would it be possible to see the human resources allocation by color in the 3d view and be able to see where the human resource overallocation by area and also be able to use this to heat map red orange or green status for high levels of resources

3D Notation ( to hold the planned date)

How to add the planned cast date to the notation into the 3D snapshot view ? or is there any way to extract the date in grant chart to the 3D model
