Currently on the web version, you are only able to add one photo to comments on events/activities. To post multiple photos, you need to add multiple comments which means notifiable users have multiple emails sent to them which is unnecessary. If you remove the notifiable users from the comment you post, it removes them from the whole activity/event so you have to once again add them if you remove them when posting multiple comments.
