Allow custom notification on screen at custom transition

In the same way that we are able to raise a custom notification to user from Scripts it would be useful to be able to raise Custom notifications to users when trying to transition and there is a condition that has not been met. This notification can alert them better than the system notifications currently displayed by the system.
