In a typical workflow, some people should have the permission to create a form and pass it along, whilst others should only be allowed to modify or edit but not create. Therefore this permission should be seperated.
Thank you for your idea. Create and Edit permissions are now separated. This will allow for better controls of form permissions as well as setting up more detailed workflows. In a future release we will change the title to Modify to align with other areas of the product.
