Escalate Form not only to Different Form Classification (Office and Field)

Right now we can escalate form to Office classification.

I think it is better to able escalate form to all classification, because later user will not aware this classification thing?

    Forms can be escalated to any form that is of discipline Issue. This is not related to the Office/Field categorization. We look to improve the escalation process in the future.
