Users assigned and users cc'ed receive the same email notification. However, assignment is typically a higher priority for the user than being cc'ed on an issue. Please help to create different email notifications so that the user can gauge the priority of issue at once.
Thank you for this idea. We have now released new email notifications that differentiate between forms assigned and shared with users and roles.
